Most likely causes:
  • The Rights and Permissions setting for the requested resource does not allow Write access.
  • The configuration/system.webServer/handlers@accessPolicy attribute does not have "Write" configured for the requested resource at the server, site, application, or page level.
Things you can try:
  • Enable Write access for the requested resource.
  • Verify the configuration/system.webServer/handlers@accessPolicy setting at the server, site, application and page level. If this setting is specified, make sure "Write" is listed as one of the flags.
